Pakistan uses a tiered slab system. The first block of units, usually up to 100, is billed at the lowest rate. Cross past 200, then 300, then 700 units, and every unit in that bill (not just the extra ones) shifts to a higher rate. That’s why using 210 units instead of 195 can raise your total by more than you’d expect from 15 extra units alone.
The FPA is separate from usage. It’s set by NEPRA every month based on the actual fuel cost of generating power the previous month.
